Question: I'm at odds whether I should get into the planning program, or the civil engineering program. Which one opens more doors for me? And would I still be able to become an urban planner with the degree in civil engineering?

Yes. I think you can. Plus, you can pursue more degrees in Civil and other fields. It will give more value to your jobs. Pursuing online degrees is the best option as it allows you a lot of flexibility in managing time and attending online classes without going anywhere.

Indeed you can. My daughter has a dual degree in economics and political science and she was accepter into Georgia Tech's urban planning graduate program through their civil engineering school.

You can pretty much do anything with an engineering degree.
Civil Engineering is a fairly broad thing so i bet you could still get into something like urban planning but you should talk to your advisor about that because they would know. Or research it online.
